As a general rule of thumb you cannot build within the 4 main US bases , it normally shows a restriction marker.
Will raise this issue as a bug.

In order to build you need to be in ACAV , be a trained engineer and have a shovel.
You can just select ALL items in the build menu as nothing is rank locked for an engineer in ACAV.
