First, SOG Prairie Fire is not a mod, it is a paid DLC.

Yes, you need to install Arma 3, and the included launcher.
You do not need to join a Clan to play SOG Prairie Fire, there are public servers you can play on.
Yes, Arma 3 has an in-game voice communications system.

The "launcher" I think I mean something like Steam, so in that case, yes, you need to have a Steam account and purchase there.
