No Vietnamese Voices

I have an issue where there are no Vietnamese voices in game. The ambient voices are there but not commands such as 'move there' etc. All i get is a radio squelch when giving orders. Also the ARVN faction have American voices. Is this normal or are my game files corrupted? I have no mods loaded.
